Heat oil and add cumin seeds. Stir in onions, ginger, and green chilies and cook until soft. Add ginger-garlic paste, red chili powder, turmeric, coriander powder, and chopped tomatoes. Add minced mutton and salt, then cook until the meat is fully done and the mixture is dry. Mix in chopped coriander and mint and let it cool.
Take a portion of whole wheat dough and roll it into a smooth ball. Place the keema filling in the center, gather the edges to seal, then flatten and roll gently into a round paratha.
Place the rolled paratha on a hot tawa over medium heat. Flip once bubbles appear, then spread ghee on both sides and cook until golden brown and crisp.
Place the hot keema stuffed paratha on a plate, garnish with a little butter, and serve with yogurt, pickle, or chutney.
