Combine sugar, water, and optional food color in a saucepan and heat just until the sugar dissolves, then remove from the heat without boiling further.
Heat ghee or oil in another pan, add semolina and cardamoms, and roast gently for 3 to 4 minutes until fragrant. Carefully pour in the prepared sugar water while stirring, then cook on low flame until smooth and thick. Stir in kewra if using, cover, and let the halwa rest.
Mix flour and salt, then add water gradually to form a smooth soft dough. Divide into small balls and roll each one into a thin circle.
Heat oil over medium-high heat and fry each rolled puri until puffed and golden. Remove and drain excess oil on paper towels.
Garnish the halwa with chopped nuts if desired and serve the hot puris alongside the sooji halwa.
