Rinse the lentils and rice until the water runs clear and soak them while you cook the onions in oil and ghee until lightly golden.
Add garlic, ginger, and whole spices, then add the beef and cook until the color changes. Add tomatoes, green chilies, haleem masala, chili flakes, turmeric, salt, yogurt, and water.
Drain the soaked lentils and rice, add them to the pot, and cook until both the beef and grains are very tender.
Remove the beef, discard whole spices, shred the meat, and blend or mash the lentil mixture until smooth. Return the beef, add the oats, and cook until thick and haleem-like.
Stir in garam masala and black pepper, then top with fried onions, coriander, julienned ginger, green chilies, lemon wedges, and any extra mint or chaat masala.
Beef Haleem is a slow-cooked comfort dish where beef, lentils, grains, and spices come together into one rich and nourishing bowl.
Serve hot on its own with lemon wedges, fried onions, and naan if you want a fuller meal.
Blend or mash the haleem to your preferred texture, but leave a little body so it does not feel completely pasty.
