Combine the beef cubes with fried onions, yogurt, ginger-garlic paste, Shan Beef Bihari Masala, salt, raw papaya paste, and oil or butter until fully coated.
Cover the bowl and marinate in the refrigerator overnight, or for at least 8 hours, for the best tenderness and flavor.
Heat butter in a pan over medium heat, add the marinated beef, and fry for 5-7 minutes while stirring gently.
Cover the pan, lower the heat, and cook for 45-60 minutes, stirring occasionally, until the beef becomes soft and tender in its own juices.
Place a hot piece of coal in a small bowl inside the pan, drizzle it with a little oil, and cover for 2-3 minutes to infuse the beef with smoke.
Remove the coal, garnish the bihari boti with onions and lemon, and serve hot with naan, paratha, and imli chutney.
