Bring milk to a boil in a heavy-bottomed pot. Stir frequently to prevent scorching.
Add soaked, drained rice. Simmer on low heat for 35-40 minutes, stirring occasionally.
When rice is soft and milk has thickened, add sugar and cardamom. Stir well.
