Boil spaghetti in salted water until al dente. Reserve 1/2 cup pasta water, then drain.
Melt butter in a pan over high heat. Add shrimp and cook 2 minutes per side until pink. Remove and set aside.
In the same pan, sauté garlic and chili flakes for 30 seconds. Add pasta water and stir.
Toss pasta and shrimp in the sauce. Garnish with parsley and serve immediately.
